Google Finland AI Infrastructure Investment: $15.1 Billion Expansion

Google will invest $15.1 billion (€13 billion) in Finland over 2027 and 2028 to expand its artificial intelligence infrastructure, data centers, clean energy capacity, and supporting digital infrastructure. The Google Finland AI infrastructure investment is the company’s largest single investment in Europe to date.

The two-year investment plan will expand Google’s operations across Hamina, Kajaani, Muhos, and Vaala. The company said the expansion will support growing demand for services including Search, Maps, and Gemini AI while creating jobs and supporting local economic activity.

Google Expands AI Infrastructure Across Finland

Google will expand its data center footprint across four Finnish locations as part of its broader European expansion.

Google has operated in Finland for more than 15 years. In Hamina, the company converted a former paper mill into a Hamina data center. Between 2023 and 2025, the operation supported more than 600 Finnish suppliers involved in construction, operations, and network infrastructure.

The latest plans cover data centers and supporting infrastructure in Hamina, Kajaani, Muhos, and Vaala. The expansion will increase Google’s AI computing capacity as demand for AI workloads and digital services grows.

The investment adds to Google’s European AI infrastructure and expands its wider digital infrastructure network.

Google will support its Finnish expansion through a 22-year power purchase agreement with Fortum covering up to 50% of the capacity of the Loviisa nuclear power plant.

The agreement supports the planned lifetime extension and power upgrade of the plant through 2050. It also marks Google’s first nuclear power agreement outside the United States.

The agreement begins in 2028 at a smaller contracted capacity and is expected to reach 50% of Loviisa’s capacity from 2030 through 2049. Fortum said the plant currently provides about 10% of Finland’s electricity and employs approximately 580 people.

Google and Fortum will also explore additional nuclear and renewable energy capacity, flexibility solutions, and energy portfolio management opportunities.

Wind and Battery Projects Add Clean Energy

Google is pairing its data center expansion with additional renewable energy and battery storage in Finland.

Google said its clean energy agreements have brought the total new-to-grid onshore wind capacity it has contracted in Finland to 629 megawatts. The company has also contracted a 94-megawatt battery system near its Kajaani site, which is expected to become operational in late 2027.

The battery is designed to help balance Finland’s electricity grid and reduce price volatility. Google is also exploring ways to temporarily reduce data center power demand during periods of grid stress.

These projects connect Google’s AI expansion with Finland’s wider clean energy and electricity infrastructure.

Why Finland Matters to Google’s AI Expansion

Finland gives Google an established data center base alongside the energy and digital infrastructure needed for large-scale computing.

Google’s Hamina data center uses seawater-based cooling, while the company continues to expand its infrastructure across other Finnish locations.

The development also highlights the infrastructure required to support artificial intelligence. Large-scale AI data centers need reliable electricity, cooling, storage, connectivity, and supporting digital infrastructure.

The expansion makes Finland a larger part of Google’s European AI infrastructure network, as Google Cloud and AI infrastructure demand continue to grow.

Google Expansion Expected to Support Jobs and GDP

Google expects the Finnish expansion to generate significant construction activity and economic benefits.

Construction during 2027 and 2028 is expected to support more than 37,000 jobs nationwide and contribute €3.6 billion annually to Finland’s GDP during the construction phase. Once the facilities become operational, the expansion is expected to support approximately 7,000 jobs annually.

Google will also invest €31 million in local communities in Hamina, Kajaani, Muhos, and Vaala over four years. The program includes AI upskilling for more than 4,400 workers and training opportunities for 100 Finnish students.

What Google’s Finland AI Infrastructure Investment Means

The Google Finland AI infrastructure investment combines data center expansion with nuclear power, renewable energy, battery storage, and workforce development.

The €13 billion investment planned for 2027 and 2028 will expand Google’s AI computing capacity in Finland while strengthening the energy and digital infrastructure supporting its operations. The investment further expands Finland’s role in Google’s European AI infrastructure strategy.
