Behind every licensing exam passed and every continuing education credit earned stands a quiet obligation: the teaching must be good, and the rules must be followed. In insurance education, the two meet in the same people.
Since July 2026, one of those people at Kaplan has been Kevin Milner, Manager, Instruction & Program Delivery (Insurance). The full-time, remote role is responsible for front-line leadership, performance, and engagement of instructional faculty.
Kevin, CIC, CRM, CFE, brings more than 25 years of experience spanning insurance operations, regulatory compliance, risk management and adult education. He is also a speaker, writer, and compliance-focused subject matter expert. He is known for bringing a practical, governance-driven perspective to complex industry challenges.
The record behind that title is wide. It runs across roughly three decades, from 1996 to 2026, and moves from retail operations to education, from education to regulation, and back to education again.
Designing Within the Rules
Kevin’s specialty is designing and scaling compliant programs within highly regulated environments. In practice, that means linking what regulators require to what practitioners actually do. His work has supported thousands of learners across insurance licensing, continuing education, and workforce development, with a consistent focus on accuracy, relevance, and regulatory alignment.
He has extensive experience developing curriculum, overseeing program compliance, and aligning programs with state regulations and industry best practices. His credentials are Certified Insurance Counselor (CIC), Certified Risk Manager (CRM), and Certified Fraud Examiner (CFE).
The three designations address distinct aspects of his work: insurance practice, risk management, and fraud examination. His CFE credential also connects with his stated work on fraud-detection frameworks at RXD and his later financial examinations in Florida.
From the Pharmacy Floor to the Classroom
The story starts in retail. From 1996 to 2009, Kevin was Senior Vice President of Operations at RXD Pharmacies Inc., in Collingswood, New Jersey, heading retail operations for a multi-state corporation with more than 125 employees and over $40 million in annual sales.
He directed mergers and acquisitions that contributed an additional $10 million or more in revenue, developed fraud detection frameworks that reduced financial losses, and collaborated with law enforcement agencies on fraud-related investigations and compliance matters.
From 2009 to 2014, he was Academic Dean and Director of Education at South Jersey Professional School of Business, leading programs that served more than 1,500 students annually across licensing, continuing education, and workforce training.
He prepared audit documentation, supported successful institutional reviews, and managed budgeting, P&L oversight, and academic planning. Instructional redesign and standardized assessments improved completion outcomes. He designed and authored more than 100 state-approved courses, taught hundreds of adult learners, and supervised instructors.
A Decade at Colibri
From 2014 to 2023, Kevin was Director of Insurance and Program Director at Colibri Group, in a remote and hybrid role.
He directed national instructor-led and online programs serving thousands of learners annually, oversaw curriculum governance and accreditation readiness, and ensured adherence to multi-state regulatory standards. He also managed the P&L, academic reporting, resource planning, and multi-campus operations of a seven-figure annual revenue operation.
The result stands out: he reduced compliance findings by 95 percent through structured curriculum governance and regulator-aligned program redesign.
He supervised more than 30 instructors, remote and on-site, and developed onboarding, evaluation, and professional development pathways. He designed, authored, and updated more than 200 courses, including textbooks, exam banks, learning objectives and learning management system (LMS) modules, and taught pre-licensing, continuing education and insurance programs in classroom, livestream and online settings.
Crossing to the Regulator’s Side
From November 2023 to February 2026, Kevin was a Financial Specialist at the Florida Office of Financial Regulation, in a hybrid role in West Palm Beach. It was a change of seat. After years of designing programs to satisfy regulators, he spent time on the examining side of the table.
He conducted examinations of financial and money services businesses, assessing their compliance with state and federal requirements, including anti-money laundering (AML) rules, the Bank Secrecy Act (BSA), and sanctions administered by the Office of Foreign Assets Control (OFAC). Colleagues also consulted him on regulatory requirements, examination workflows, and documentation standards.
In June 2025, he received the “Examiner of the Year” award for the West Palm Beach Region.
From February to July 2026, he was a contract Insurance Licensing Coordinator at Agenzee in Fort Lauderdale, Florida. He developed and delivered professional presentations for industry stakeholders, with a focus on regulatory compliance, operational excellence, and industry best practices.
Kevin designed and facilitated workshops on insurance licensing, appointment management, compliance oversight, process improvement, automation, and organizational effectiveness. As an industry speaker at conferences and association events, he developed thought leadership content on regulatory compliance, operational modernization and risk management.
He also led vendor compliance and governance initiatives, using risk-based assessments to evaluate regulatory adherence, operational controls, contractual compliance and enterprise risk mitigation.
Bringing Regulation into the Classroom
Kevin’s career has placed him on several sides of the same obligation: operating a business within regulatory requirements, preparing professionals to understand those requirements, and examining whether organizations meet them. Each role has added a different perspective to his understanding of compliance.
At Kaplan, that experience now informs his leadership of instructional faculty and program delivery. The classroom is a different setting from the examination room, but both depend on clear standards, sound judgment, and a precise understanding of the rules.
